[Minecraft Tech] Analog Redstone to Binary Encoder

This contraption converts "analog" (signal strength) into 4 bit binary. It also keeps the pulse duration length of the input. This is part of something bigger that i'm working on. Using a combination of pulse duration and signal strength i'm attempting to create a high bit rate serial wire.
