As someone who used to own a network with Freedom, all you are provided with is the management account, the domain and hosting and design is all your responsibility.

If you go under a Master Network of Freedom then some of them do offer free hosting and make the website for you. But a few $ or £ a month is nothing to pay out if you are serious about becoming a network.
